Maive Rute

As Deputy Director-General of DG GROW of the European Commission, Maive Rute is responsible for investment and innovation policies such as InvestEU, public procurement and intellectual property. As of May 2025, she leads DG GROW work in the European Semester process and in the Horizon Europe. Maive is a Board of Directors member of the European Investment Fund EIF and the EU Intellectual Property Office EUIPO. Between 2020 – 2025 she was Deputy Director-General in GROW for industrial policy, and in 2016 – 2019, DDG in the DG Joint Research Centre.

Previously she has held Director positions in the European Commission for biotech research and for enterprise policy.

In Estonia, she has worked as CEO of credit and export guarantee fund KredEx and as Deputy Governor at the Central Bank of Estonia. Estonian government has nominated her to the national Research and Development Council advising Prime Minister for 2025 – 2028.
